When I started my nation, I had a barren, inhospitable environment. Nevertheless, I had a thriving agricultural sector. It contradictory to me; it's virtually impossible to have a thriving agricultural sector in a wasteland. Shouldn't the environment control whether your agricultural sector thrives?
A lot of environmental regulation prevents agriculture from thriving. The controlled use of pesticides, fertiliser and conservation of wildlife all help the environment but are detrimental to agriculture.
It's very possible and not unrealistic to have a bad environment and a thriving agriculture industry.

Tesco, the world's biggest corporation, has gained sovereignty. They have their own army, police and control over millions of people.
In this 'Tescopolis' every aspect of life is controlled by Tesco from cradle to grave. Citizens are referred to as 'Customers' and identified by their Clubcard number - only senior Tesco employees are privileged enough to have names.
The economy is frightening, profit margins grow by the hour, no depression, no war or disaster can put a dent in Tesco's economic machine.
Education, media and the internet are tightly regulated by Tesco. People trust Tesco unconditionally, making them seemingly blind to the tyranny, corruption and brutality of the regime they must endure.
That "barren, inhospitable environment" label is a little too trigger-happy. Your environment is actually not that bad. There is a nation description patch coming up and I'll include a tweak to this.
