I think it does, if your nation sucks (you have low civil rights, political freedoms and economy, and your environment sucks) than your growth rate is lower but I think the older it gets, the lower it gets.

I'm sure it does 1 million for 5 days and 2 million for 5 days. I forget how long it does 3 or 4 million.

It increases at one of the two 'updates' (presumably the one that used to be the 'major update') each day, and the updates are also when you get your issues (on the former 'major update' if you're having one issue that day, one issue at each update if you're having two...) if that is what you mean: However whether or not you actually choose to answer any issues has no effect on it.
