Condemnations/Commendations clogging queue

Perhaps it's just a temporary thing, but there are a heck of a lot of condemnations/commendations in queue, and it sucks that we should have to vote on these things first before proposals with genuine impact on nations.

It would be sensible to allow concurrent "security council" proposal votes with general assembly proposal votes, as they are separate sub-forums and represent different chambers in terms of roleplay in any case. Allowing condemnation/commendation votes simultaneous to votes on other proposals would prevent this new feature from detracting from WA gameplay on other issues and would actually encourage their frequent use.

We will vote on a SC resolution and then a General Assembly one, if you read the list of proposals it says at the top: "The next proposal to go before the World Assembly is due to be drawn from the General Assembly."

However since there is not a General Assembly proposal that has reached quorum, if one hasn't by the time we stop voting on Gatesville we'll go on to Macedon.
