Can't use any post functions

I was trying to break up a quote in my latest post (before I submitted this) and I found that I can't use any of the post functions like the quote tab without having to manually type it out. Is this a problem specific to my computer or is this some wider issue?

Sounds like you have javascript disabled. Please check.

It is enabled but it's still not working.

Similar sort of vein, do you have any script blockers installed in your browser? (I use one and if I have NS set to forbid then it has the same effect.)

No I don't. Javascript is enabled yet I can't do anything.
