Does the system have to have it that you order them by putting them on top, rather than by being able to rank them?

No, but that's the system we have now. It's simple and it works. Feel free to suggest an improved interaction mechanism.

Would, perhaps, a ranking method be possible?
So you can re-arrange the embassies by it's number in the order, using perhaps a dropdown menu of #1-#oflastembassy?

It would be nice to have an up/down arrow in regional controls for each listed ingame Embassy to resort the list. The current need to move a bunch of them to the top, one at a time...in the right order...to get the reordering done the way you want it, is terribly clunky at best.
