Recently, my population hit 750 million (woot woot), and I received what I assumed to be the issue on leadership, in which you discover that you aren't the official leader. I chose the option of having a Council lead the country, as it is in my factbook, and at 12:00 AM, it was legislatified. When I looked at CATACOM's homepage, I discovered that it is now being led by a council. When I went to settings, however, the "Leader" setting was "Unlockable: awaiting legislation"

Are you not allowed to name your council or is that a bug? Also, if you can't name your council, can you ever get the issue again?

The field is to name the leader of your nation, so if your nation doesn't have a solitary leader then you cannot name them. You will get the issue again, but it is random so it might take awhile.
