Leader Issue Glitch?

I got the issue, "Follow the Leader" a while ago, but I didn't get the telegram notifying me that I can name my Leader. Also, when I go to the Settings page and scroll down to the Leader option, it says: "Awaiting Legislation", even though I already made a decision. Any advice on how to fix this problem?
