If the founder cte'd, any 'founder imposed' nature no longer exists. So, the password would become delegate-imposed.

Correct, without a living Founder the game regards any password in place (regardless of who has set it) as being 'Delegate imposed'. Regardless of whether or not there actually is an elected delegate in that region.
