Environmental Proposal Strength

Hello, all. I was wondering if there was an explanation as to why the standard WA category strengths (mild, significant, strong) is not currently used for environmental proposals. Also, is "all businesses" considered equivalent to "significant" for the purposes of strength? Any help would be greatly appreciated.

"All businesses" is (at least) "strong" in its effects, that's all that I know about this...
... well, apart from the fact that 'Environmental' has 'Industry Affected' rather than 'Strength' being "because that's how Max set it up"...

Quod suggested a while back (hence the link on the Big List) that there should be a milder version of "All Business". After drafting the Protection of Outer Space, and seeing the problems with the Area of Effect first hand, I have to agree that seems like a good idea. Most environmental issues that seem to crop up in the WA don't attack one specific industry, they attack industry as a whole, either slighty or majorly. Adding something to the extent of a milder form of "All Business" would probably be very benefical to future proposal writers.
