Issue Consistency

I was wondering if it would be possible to have more consistency with issues. For example, I got the issue regarding computers and the internet and I chose to outlaw them, but later I get an issue regarding installing spyware on computers. I shouldn't get that issue since no one has computers. So would it be possible to fix that?
