Region Refounding question?

I had wanted to refound a puppet region because I wanted a different puppet as the founder. I moved all the nations out. I tried to refound it w/ the desired founder but get a message that the region already exists...

So, how long after empting can a region be refounded?

You need to wait until the region updates with when its population is 0. When that happens, the region disappears. The updates are 0400-0500 GMT and 1600-1700 GMT - it'll update at some point during both of those (at the same time past the hour for each update).
