Suggestion for new Pretitle Option

What I am suggesting is merely a new pretitle option when one makes their nation. I would like to suggest adding 'Confederation' as a pretitle option.

You can pick your own at 500 million. There's no plans to add any more to the pull down.

It's a reward for sticking around for 3 months which is approximately how long it takes to reach 500 million people.

Also, there's less of a risk of abuse if it's limited to nations that have been around for three months or longer. If you just want to create a nation with malicious custom fields, it's unlikely that you'll patiently wait three months just so you can have an inappropriate pretitle.
