how many endorsements are needed to bring up a vote in a region for wa delegate

This should be in Technical I believe. But to become delegate, you must have the most endorsements in your region. To submit a proposal you need two.

That largely depends on

a) when you received the most endorsements in your region and
b) when the next WA-update is

it is my understanding that the WA information is updated twice a day, however the exact times I don't know.

The updates go through region by region between 0400-0500 GMT and 1600-1700 GMT (which is not the same thing as BST).

If you have the most endorsements in your region when the update takes place in your region, you will become the delegate at that point.
