Deleted Nations can not be restored and names are banned after my knowledge, otherwise what use would have a deletion if the troll/spammer/what ever caused the deletion could get back with the same name ?
Also I know the mods ruled in a equal case that it would be your job to make sure no one else is posting with your nation.
It's unfair sometimes but so are the rules.

Your password security is your problem, not ours. Absent permanent webcam monitoring capability, anyone logging in to a nation using its correct password is effectively the owner. If they broke the rules doing so, those nations stay deleted.

(the above was written while I was well under halfway through researching this, and I didn't expect the population of people with <100 posts to be so large. It took me a while to put a finer point on it:
47,795 different accounts have posted to NS. However, a huge proportion of these accounts have very few posts. The bottom 30,000 contributors have between 1 and 12 posts. Only ~10k of forum-active accounts have more than 25 posts, and a little over a thousand of us have (heh) a thousand or more posts.
I could see us reserving nations that achieve a certain number of forum posts, but they would be a tiny minority at any reasonable limit.
