Exactly how slowly do trend lines change?

My economy trend has been 96 for since August 1, which is basically 36 days. In that time frame I've answered probably 20 issues in (typically very much) pro-economy ways. Unless I'm mistaken, I have also never once answered in an anti-economy way. Nevertheless, my trend line has been stuck at 96 ("All-Consuming") for going on 6 weeks now.

Is this normal? If so, it's kind of frustrating. I'd rather things fluctuate up and down a bit than feel like my choices have zero effect on my nation. Sometimes there will be a slight tax rate change, sure, but generally speaking the vast majority of issues seem totally irrelevant... Even my CR/PF haven't changed all that much in this time period. It's discouraging.

For what it's worth, I've checked many of my answers against recorded effects on these forums and others; many, many times I'm led by this documentation to expect some change in my economic stats but get nothing. Even if only fractional, I'd assume that I've accumulated enough .1s to gain a full point by now, particularly because I have other friends playing who have seen their economy increase two levels in this time frame (Powerhouse->Frightening, i.e., about 92/94->97, depending on the friend) despite starting at the exact same time I did.

The closer you get to 100 the harder it is to move up. I'm in about the same boat.
