Rogue nations?

My memory's a little hazy, so forgive me if I'm making all of this up.

In days of yore, long ago, I seem to remember there being the option of not being in a region and just be a rogue or independent nation. I'd like to know, please:
1) If this was the case, and I haven't just made it up
and
2) If this was the case, is it still possible now? (As far as I can tell, I can't see a 'leave region' option anywhere, just the option to join a new region.; then again, I'm probably just being stupid)

Long, long, long ago it was possible for nations to be listed as belonging to region "0", which was no region at all. This however was a bug and has been fixed long ago.

There currently is no way to reside in no region at all.

You can leave a region to go join your own, private region if you want.
