Is it possible to allow an option to request an issue on something without having to wait for that issue to pop up. For instance, if you want to legalize gay marriage but don't want to have to wait for the gay marriage issue to randomly appear.This would also allow countries that desperately need to boost a stat (here being a good example) to do so quickly without having to wait.

To keep this feature from being abused, just set it up so you can only do this once a month. That way, nobody can go overboard with it.

No, it isn't possible.
Anyway, you can always say that something is the case in your nation for RP purposes before you've had a relevant issue, you just won't get the stat effects yet.
