There are two ways the game sets maximum lengths on fields: by telling your browser how long a field should be, and by checking the length of what you submit. The former, if it's respected by the browser, actually stops you typing any more than the maximum length into the text box, and thus is handy for reducing the annoyance factor of entering some text, clicking submit, and only then discovering it's too long. It's easily circumvented, though, which makes it fairly useless as an actual strict limit. Hence the latter method.
Over time we've bumped up the game-enforced limits, but these old browser-enforced max-lengths were still hanging around. So now I've raised those to match the game-enforced limits.
