Changes of Delegate only occur when the game updates, which happens twice a day: Has there actually been an update since you acquired the higher number of endorsements?

The Confrederated Clans (and other Confrederated Bodys) of the Free Bears of Bears Armed (includes The Ursine NorthLands) Demonym = Bear[s]; adjective = ‘Urrsish’.
Population = just under 20 million. Economy = only Thriving. Average Life expectancy = c.60 years. If the nation is classified as 'Anarchy' there still is a [strictly limited] national government... and those aren't "biker gangs", they're traditional cross-Clan 'Warrior Societies', generally respected rather than feared.

Yeah, an update hasn't passed yet. One is coming up soon though, about 1.5 hours from now your region will update and if you're still in the lead with endorsements by then you will become the new WA Delegate.
EDIT: ... and his is the day something is up with the Update. It should've been running by now, but it isn't.That means it'll take a bit longer for you to become WA Delegate after all.
