Issue Problem: No Capital Punishment = No Radicals?

My country, the Democratic Republic of Xeonsynwania, was recently presented with the issue of capital punishment. I said to ban it, but after my government carried it out, my political freedoms took a drastic fall and the news said that "extreme political groups are outlawed." Obviously, this has nothing to do with the issue. What happened, and how can I or someone else fix it? Thanks in advance.

Actually, it's working exactly the way it's supposed to. You read the issue and assumed that your options were either allow the death penalty or ban it, but if you read option 2 closely,

2. "I'm sorry," says Civil Rights Unionist @@RANDOMNAME@@, "but this travesty cannot be allowed to pass. If the government needs to crack down on lunatic fringe groups in order to keep our great nation free of the death penalty, then so be it. We must ban the politics of hatred and fear!"

You'll see that it does, in fact, ban extreme political groups.
