We'll probably be able to confirm that a day or two after the event ends, based on your experience. It's not so much a rule as it is something in the code. You'll find out when it happens, just like the rest of us.

There is no way to guarantee this. Each region can make one faction. I'm not sure if members of a faction can attack one another (though I know from painful experience that we can block each others nukes.)
