Why does this mechanic exist? It makes no sense to me at all.
It just wastes my time when cleaning up from spam-attacks.
Even if there is an argument that brutal dicators (IC) or raiders (IC) should be restricted in their suppression ability. It doesn't actually restrict them, only slows them down.
So where is the point?
I want to be honest: This mechanic annoys me to no extent. For a long time now, to be fair. But since the latest spam attack - Enough is enough. I question the viability of this mechanic.
I do not mean this maliciously. I am just frustrated.

This was the introduction to the following suggestion:
What if there would be no suppression exhaustion for GCRs?
At least the Pacific Regions and the Sinkers, the largest regions in the game, could respond better to spam and spam attacks in general.
Technically those are also the regions where new nations spawn and enter the game, or where nations that previously CTE'd are restored. I think that a fully spammed RMB in a GCR is discouraging - I speak from experience, my people have been quite upset about the spam. Regional Officers, which are basically incapable to respond adequately to spam, didn't actually make the situation better.
I think that it is also a relief to the moderation if GCR Officers would be able to suppress without exhaustion limitation, since they simply could deal with spam attacks on their own and then just report the spammers as usual, for their site rule violation.
However, Warzones should be excluded from this, as they are generally an R/D playground like User Created Regions.
