The practical consequences of this are that you don't have a capital city.
This might make you ineligible for some issues or issue options that require you to have a capital city, although most issues merely require some large city, not necessarily your capital, which will default to @@NAME@@ City.
If you change your mind and decide you do want a capital city, you'll receive the issue again later, but there's no telling how long it'll take.
