Widened scope for issues?

Referring to..



Has the target market of some issues been widened? By which I mean that some issues which were previously only for a certain segment of nations (eg economic weak nations, very religious nations,..) now are allowed to a wider scope of nations, a larger target audience if you like.

I'm asking because I recently got some issues which sound like they're a reaction to some former policies. Maybe my memory is failing, but I don't recall banning gambling, nor approving issues concrning military build-up lately.

I haven't changed any of the old issues yet, though I'll probably make some of the more stringent validities a little more relaxed.
