EDIT: Oops, I sort of missed that one before. Option 4 is also for nations with Prohibition, but allowing tobacco. Wording is the same, except for the final "list", i.e.

Summarizing:
Option 3 (as reported by Deep Communism) for: (I assume) allows alcohol and smoking
Option 4 (as above) for Prohibition + allows smoking
Option 5 (same list as 3) for (I guess) allows alcohol but no smoking, the list is also "banned in the military: narcotics, alcohol and even caffeine."
Option 6 (see above) for Prohibition and no smoking
So 3 and 5 could also be reversed, but since it's the same anyhow, who cares, right?
