old boring issues

Because there's less than 300 of them, so they only don't repeat for the first little bit after you start.

I also noticed this, I'm getting the same old issues again and again. Maybe NS should rally everyone who is able to start writing new ones?

There are only around 240 issues in the game, some of which your nation will not be valid for. Eventually, somewhere along the line, you are going to get repeats. I can try to add more but there's only one of me and I can't spend all my time editing entries.

I've got a contest running to get some volunteers to edit issues though. You can enter if you like.
