Easter Egg?

In the issue 'Jolly Roger Sighted Off The Port Bow!' the buttons to choose your position say "YARR!" and the Dismiss button says some kind of pirate gibberish. What is this?

It's like that because it's the 200th (or was it 300th?) issue. Even if the numbering got boned somewhere along the line.

Oh! So the one's on a special number (Like 50, 100, 150, 200 or so) are special checkpoint issues or something?

We don't have 300 issues yet :p

It's listed as: #201: Jolly Roger Sighted Off The Port Bow! [I V Stalin; ed:Sirocco]

While its index number is 201, it was the 200th issue. That's because indexing starts at 0, and issue indexes #132 and #134 ended up skipped due to a technical error (issues ended up as duplicate in the list). So, #201 + 1 - 2 = the 200th issue.
