Issue no.30 missing option?

Only options 1 and 3 are listed. Option 2, the one regarding the abolishment of minimum wage laws, isn’t showing up for me. Are there eligibility requirements for this option that I’m not aware of?

According to the spoiler thread, it isn't shown to nations that already have no minimum wage.

Ah, I see. I was confused because option 2 for issue 30 was initially visible, but it disappeared after I selected option 3 for issue 10 and option 2 for issue 5. One of those must’ve been what abolished minimum wage, even though it wasn’t explicitly mentioned.
