Writing Web Issue (Previous Issue Factors?)

Hello, I am trying to write something related to overall information technology and internet/phone speeds

I have 2 ideas for an issue I'd write,

1: Internet Speeds

"After national internet was brought down for days on end due to minor hardware issues at the country's main provider @@NAME@@-WebCorp, a national debate on @@NAME@@'s notoriously slow and fragile internet has been re-ignited"

2: Gov Website

"As more and more @@DEMONYM_PLURAL@@ make the switch to the web, your less than tech savvy ministers offer their input on a government website"

I have not started writing much yet, and I see there is already an issue related to making internet bills free

I was thinking of having an option that'd only be available if your nation had government controlled, free internet where having chosen option 1 (Free gov controlled internet) in the prior issue allows a specific option, since it seems to be the only issue that makes internet free

So:

1:

"None of this would've happened had you not nationalized the internet!" @@RANDOM_NAME@@ shouts as @@HE@@ slams a pile of paperwork on your desk "Government management has destroyed my inves... r-destroyed the industry!" @@HE@@ approaches your ear and whispers, "just cede control of @@NAME@@-WebCorp to my company, and I can personally ensure your bloodline has premium access for life, well, probably."

This would be the only option affected by this

So I am asking, would it be possible for the option to be available based on the single prior issue, or would it have to be stat based (and even then, do I have to write a specific state number, so like above 100 scientific advancement?)

The issue obviously bars any nation without internet

Both premises have already been done, but you can still piggyback off of prior issue options (if you can find a way to create another issue after answering a specific option).
