I don’t know if it’s too late, but this is no doubt one of the better issues I’ve read today. If you still have time, the one and only thing I would change is to make Option 4 also apply to socialist nations. Maybe replace the “Greedy Aristocrat” archetype with a greedy Party member for socialist nations, perhaps? Fortunately, the rest of Option 4 doesn’t need to change. Regardless, I think this issue is good to go (if it is currently under review)
