School Busses Demolish Education Budget!!

Description:

Your Education Minister, Peter O'Hanraha-hanrahan, recently brought to discussion within the annual inter-party meetings that school busses are chewing through 38% of the National Education Budget. This information was leaked to the press, and taxpayers are divided on the issue: whether money or kids should come first.

Option 1:

"Kids are our future, without them are nothing!" belts out a stay-at-home mother, holding a welfare docket for her children. "Without busses, poor families will never be able to send their children to school, forever in endless poverty!" Standing up suddenly, her blubber shakes violently and her pearl necklace thrashes upon her neck, she concludes her point, "We need a more efficient system, not a reduced one!".

Fallout:

Obesity has rocked throughout the younger demographics, as kids now only need to leave their front yard to catch their bus.

Option 2:

Your Education Minister, Mr O'Hanraha-hanrahan, takes out a black briefcase, straightens his tie and suggests that "We need to consolidate bus runs! Surely, children can walk just 5 more minutes if it means we can run one bus instead of two. In fact, my predictions say that we can reduce the cost of busses by 48% by this technique!" Opening his briefcase, he slides over three detailed graphs. "As you can see, it will benefit national health as well. Cut funding, now!"

Fallout:

Children now walk half an hour to the nearest bus.

Option 3:

"Why should I pay for those bastards!" yells a fifty year old looking man, with greying hair. "I work six bloody hours a week, for some twats to have an actual field day with my, MY MONEY. It's outrageous. We need to scrap state bussing services, totally." He concludes, while menacingly eyeing down a toddler that has breached his personal space.

Fallout:

Traffic jams now queue from one high school to another, and classes are often delayed by hours.

Option 4:

"He's got a point, but his solution is like totally wack!" shouts the local representative for the Libertarian Party, from the crowd. As he approaches you, he continues, "We just need to make bus system private, and make the students pay for it! Therefore, the system will be efficient and cheap." He concludes, while walking down a public road.

Fallout:

Poor students are now often hours later to class then their rich playmates.

If all of your options are valid for all eligible nations, you do not need to clarify that each of them are - in fact - valid for all eligible nations.

In which IRL country do school buses take up anywhere near three eighths of the budget? Even if you can't think of any, why does this issue:
  1. ...focus entirely on the share of the education budget taken up by school budgets without considering their impacts on - for example - teacher wages, textbook funds, hypercompetitive PE departments or good old infrastructure (including bus stops in and around schools)?
  2. ...only ask you what to do about the school bus programme as a whole, rather than measures that could be taken to reduce cost (or quality!) without affecting actual service?

Here in Australia, we just use regular buses. Some expensive schools have their own buses, but generally they just use regular city buses when out of service. That could be an option

I'm an Australian lol. My public school uses private busses, but I'll consider the feedback
