Text: The state of @@NAME@@land has always wanted to break away from your nation, which they refer to as a regime. Today, they have attempted to take a step forward to accomplish this goal by declaring @@NAME@@land News Network the official news network of the province. You attend a meeting with your ministers as the problematic news network is keeping folks across the nation updated on the situation.
Issue Validity: Devolution, State Press
Option 1: "This is a serious problem!" declares @@RANDOMNAME1@@ the Minister of the Press, banging @@HIS1@@ fist on the table. "@@NAME@@land is starting their own news network just because they want to propel the idea of full sovereignty. We must shut down this network immediately, using force if necessary! The only legitimate news network is ours, and anything else is not allowed in this country!"
Effect 1: private-owned news networks in the country are doomed.
Option 2: "Thank you, Minister, for expressing your opinion," says news reporter @@RANDOMNAME_2@@ as @@HE_2@@ holds a microphone. "However, I don't think that there should be one news network in the country. Yes, we may want to abuse this for our future liberation, but that just would make us angrier! However, allowing provinces to host their own networks could work, so maybe you could suggest this to your fellow ministers?"
Effect 2: news networks are appearing all over the country in an attempt to increase government support.

How about we close the news network, but open a new one, under the control of the government! That way, the locals can receive news, but from a network owned by the government! Everybody wins!"
Effect 4: every news network in the country is owned by the government, but people don't know this.
Option 5: "Here's an idea!" says Minister of Crazy Ideas @@RANDOMNAME@@. "All wannabee news networks across the land have their name put on a wheel. That wheel is spun, and whatever news network the wheel selects becomes the nation's news network permanently! I don't see anything that could possibly go wrong. Also, did I mention there's an entry fee?"
Effect 5: 99% of the space in the Wheel Deciding @@NAME@@'s New News Network goes to @@NAME@@'s preexisting state press.
