Hi. I have the same problem, but I'm in the end of the chain.

I don't like the outcomes:
1. It increases the taxation too much. My government is planned to be small.
2. It worsens the economy and the government paperwork.
3. It would be the best option, but it increases the corruption terribly and I already have a bad level of corruption.
4. Problems with corruption.

Is there any problem if I dismiss this issue without finishing the chain?

If you dismiss you won't get the chain again while prematurely ending it.

Remember that you can dismiss the issue, too. If your government would say, "Meh, there are only a few people involved, we need to focus on bigger issues rather than doing something fantastically expensive to save the lives of a few kids," you can spare your nation and Brasilistan a lot of grief.

I want to second the recommendation that you dismiss the issue. Think about it narratively: your government refuses to be brutally exclusive to the Brasilistanis, but it also refuses to allocate resources to better include them. It's taking a neutral stance in order to be stubbornly small government. That's comprehensible. Just let the issue chain go while insisting that your government would dismiss the issue of colonial tensions, then go on governing as you would.

In general I'd recommend playing out the chain, as word on the grapevine is that the editors are considering adding new banners for those who've done so.

The first option on the "diplomacy" side might not be incredibly appealing (thanks to the corruption bit) but the rest of the path isn't too bad. Worst case, you can work your corruption back down after the chain is done.
