You were probably already very close to unlocking the banner, and this gave you a minor push that put you just over the edge.

People also usually travel somewhere to spread ashes

I think it may be that each banner represents a kind of person who was at some point common in your nation. If I'm right, the "kind of person" who runs a really comprehensive mass transit system also (in the opinions of the devs) thrives in nations where cremation is compulsory.

The issue most likely bumped you up just enough in your public transport stat to get it. A logical explanation is that since funeral processions are gone, there's less congestion?

My theory is that compulsory cremation means less space dedicated to cemetaries, space that could be used to build houisng, increasing population density and making public transport more effective. More riders=more ticket fares=more investment and public pressure to make transit even better.
Highly democratic and freedom-loving population, what if Mongolia and Japan had a child who also has an Indian driving instructor, increasing tensions between Market Socialists and Maoists, eats the aeugh fish, pets the aeugh fish, Aruday metro train doors have a tendency to amputate riders
