You can get them more than once. Doesn't happen very often though.

If you dismiss the initial issue, you can get the initial issue again. However, if you answer the first issue and then subsequently dismiss any subsequent issue you won't get them again. Once you have finished an issues chain you do not receive it again.

I believe he was referring to the fact that you can get different ones multiple times, not the same one multiple times.

Sure, but the "International Incident" chain is a specific chain, that - like all chains - can only be played once.
