If it looks like a choice sounds like it would increases employment it instead decreases. I used to have 70% employment now it's down to 66%. And nothing I answer seems to increase other than the occasional 0.40% but the next issue decreases it by 0.10% and the following one does the same.

If you want to boost it, then consult this site and look for issues that boost your employment: http://www.mwq.dds.nl/ns/results

From personal experience; the higher your taxes the lower employment tends to get. I find that cutting taxes usually leads to employment going up.

Though it's hard to tell which choices sound like they would decrease tax

Not always though; anything talking about scaling back a government department, allowing companies to run without government interference (without mentioning subsidies), or anything that mentions giving a tax cut is a pretty sure bet for a tax drop.

I was previously socialist, and almost every decision increases taxes and employment.
I switched to capitalist, which massively dropped my employment, and now most decisions increase taxes, but not necessarily employment.

Most countries with high employment rates in the game are ancap, Stalinist, or vaguely fascist hellholes, don’t @ me

I didn't switch to Socialism willingly. I had an issue where I'd allow AI to predict how the market goes or something and switched from Capitalist to Socialist unexpectedly.

Back when I was Capitalist my employment rate slowly but surely went downhill but when I accidentally switched in boosted it back to over 75%.
