How long does the Issue cool down go?

Since the time until a issue pops up gets longer after a certain amount of issues you've responded to, how long can the time until the next issue go up to? Does it have a cap point? Or does it just keep on getting longer?

Cooldown goes from anywhere near 4-6 hours.
A Ukrainian political organization founded in the 1800's, now finally having gained power. The standard delay between issues is 6 hours. If you want to get issues more slowly, then you can use the issue throttle in your settings.
