Hey, thought of something so I decided to write it. I'm not too good at these though.

[description]After an untimely series of teleprompter malfunctions and verbal blunders in the largest national speech of the year, such as your Minister of Defense claiming to want to thwart the nefarious plans of one of @@NAME@@'s greatest allies, your Secretary standing in silence for 30 seconds staring at the IT technician waiting for them to notice the empty screen, and your Minister of Plastic Regulation uttering "sigh," "clears throat," and "breathes in," the media soaked the speech up and has started making fun of the government. The hashtag #AhhheoughughghghghhemThe@@ANIMALPLURAL@@AreDying trended on Twitcher the week following the speech and a common joke throughout the nation is to stare at IT people. An emergency meeting has been called to ensure that this never happens again.

"Fire that IT technician and guarantee that all government teleprompters have constant power!" they holler, flecking spittle on your cheek in the process - a sure sign that they haven't cleared their throat in a while. "All of my friends and family members are taunting me! They call me 'the Lizard' now! What happened during that address must be fixed immediately. Someone also needs to wake up these geezers running our Ministries and make sure they're not just on autopilot during their speech, reading it all literally."

Mandate that government officials who are chosen to speak must be provably off-book before they speak. Now, if that requires my Ministry to help out, then I don't think a budget increase for the arts is out of the question."

Comments about option #1:
The spitting on you thing in the first one is just unpleasant. Does clearing the throat even have anything to do with that?
The idea of everything in society depending a little more on an ever-reliable teleprompter system is comical sci-fi. It makes me imagine a society of many watertowers, frankly. Pumped water "batteries" are quite reliable AFAIK.

Comments about option #2:
What is the new heart requirement? I don't understand this one.
I think people would be pretty gentle to this guy, FWIW. It's kind of okay if a septuagenarian leader of an obscure ministry blunders in speeches.

In the quote, where he says "straight from the heart". And there are plenty of jokes about old people, like that one Bernie meme a while ago.

Try "flecking your cheek with spittle in the process" as a better phrasing of that first one. Maybe strip the word "government" from the effect line, too. The idea of a society investing heavily in teleprompters as a key technology is funny. If the engineers are also using them, they're not just "government" teleprompters, are they?

Hmmm, this feels a tad close to #852. :/ Not sure the draft is workable with so much overlap — you'd have to lean really hard on the angle of "teleprompters", and I'm not sure that's enough of a premise…
