Description
Recently, a group of @@DEMONYM@@ intelligence officers are tasked to spy on to the nation of Lilliputia. While on the way, their rubber boat was prevented from leaving by your coast guards. The coast guards stated that they simply enforce the no-emmigration policy. After a long argument and screeching from both sides, the issue is then forwarded to you.

Validity
Only for nations that have no-emmigration policy

Option 1:
While reading the issue report, 2 men on slacks entered the room and introduced as Agent 48 and Agent 77. "Greetings chief, as you have known, we are about to take a vaca-- I mean intelligence gathering mission on to Lilliputia. Those Lilliputian rats has long been funding a terrorist organization to destroy us. We just need evidence to prove it. If you only allow us spies to emigrate, maybe we can be able to shut down this foreign terror threat once and for all."
Effects:
Intelligence gathering operations can usually be found on pristine foreign beaches.

Option 2:
As Agent 48 finished talking, Agent 77 looks in to his watch and said: "enemy calculated in 3.. 2.. 1.." immediately after he finished, a crazed woman busted in to your door with eyes glaring towards the agents. "You're spying on what now?? I've been spying on you two damn spies for years! Your methods is just unethical and inefficient! You don't deserve to go to Lilliputia!" she then rushed to your desk "leader, don't allow those slacks to emigrate! You heard them? They don't even have evidence to prove their claim! They are incompetent! If this operation fails, this might tarnish this great nation's reputation! Cut their pay and use it to.. I don't know.. Somewhere else? In the mean time, allow us to travel abroad"

Option 3:
As the woman kneels down infront of you, Rear Admiral @@RANDOMNAME@@, who is just sitting in the corner, spoke up "Woah there. Deducting pay? Allowing emmigration? Do you realize how hard it is to manage this nation's seas? Last week, we caught a small homemade submarine filled with cocaine trying to leave @@NAME@@! Who knows how many more drug subs are trying to leave this nation! We need more ships to reinforce the border! Leader, just give us more ships. Even unused civilian ships will do."

Coastguard uses their second-hand cruise ships on patrols

Your introvert nephew who hasn't talked for 3 days, finally spoke up "Umm maybe the agents could use the, umm.. spyware. The agents can spy on Lilliputia, and the umm.. coastguards won't have to worry of evading agents."

I'm sorry about this, but I don't see this as a leader issue. Someone, somewhere was supposed to tell the coast guard that boat XYZ was allowed to leave, but there was an error in communication. This is a matter of finding out where the communication went wrong. It's a bureaucratic error rather than something that requires a change in policy
