Question about issue 813 and 833 mechanics

This is a question about ones like Twitching up a Storm and others that immediately follow specific answers on previous issues. Do these issues only appear when triggered by a necessary answer? Can issues like this randomly appear if you answered in the necessary way on the preceding issue?

Let's say a nation answered A Little Birdie Told Me with option 3 and then dismissed Twitching up a Storm. Would Twitching up a Storm then start randomly appearing, or would the nation need to answer A Little Birdie with Option 3 again to get it once more?

Do all such issues like this work the same way?

There is, of course, a distinction between issue options that immediately cause you to get another issue (which is explicitly what you've been asking about in this thread), and issue options that merely set a flag that may make it possible for you to get some other issues in the future. Within each of the two groups, behavior is generally pretty consistent.
