[DRAFT] The Birdman of Pelicanz

Notes
1. This was inspired by the film ‘The Birdman of Alcatraz’, which was a fictionalized account of a true story. (For one thing, in RL the convict’s bird-keeping had taken place while he was imprisoned at Fort Leavenworth, and had to stop once he was transferred to Alcatraz...)
2. The place-name ‘Alcatraz’, which is of Spanish origin, actually means ‘Pelicans’.
3. The “fixed” name assigned in this draft to the convict commemorates the actor in the RL film, as well as the RL convict himself: ‘Bert’ for both Burt Lancaster and Robert Stroud, and ‘Gloucester’ not only as a substitute for Lancaster -- as another English county-town -- but also because there's a Stroud’ that is a town in Gloucestershire).
4. In RL Mopery is more of a "placeholder" term, or one used in humorous fiction, rather than a genuine offence: What it means IC in the receiving nation is, of course, up to that nation' player to decide.
5. Have I coded for the multiple @@RANDMONAME@@s, and the @@HE1@@ associated with the first of those (in the third option) correctly? I suppose switching the order of the second & third options, with a slight change to the "offbeat" one accordingly, would remove the need for this and let me just use @@RANDOMNAME@@ without numbers in each case: Do people think that that would be better?
6. In the third clause I've put "EVERYBODY" in all-caps because the speaker is emphasizing that word: I'd be happier with either boldface or underlining, but does the issues-writing system allow either of those?
7. The speakers' titles are the most obvious point with which I'm not entirely happy.

Yes. Maybe there was a time when issues didn't allow that, but that was centuries ago. Perhaps it was always possible and we only thought it wasn't due to poor communication.

Surely non-avian pets would work just as well*? Sure, they're less likely to fly into your cell's window, but that's not an issue if the prison guards are supplying you with them.

* By which I mean "not well at all". For every prisoner on whom the pet is a positive influence, there are going to be several who will just end up abusing the animals.

The joke being that the birds themselves may not necessarily be caged, but their owners are :)

Cats and dogs -- let alone, for example, ponies -- would probably be impractical to keep in the cells.
Goldfish, stick insects, and tortoises, could be kept in the cells but arguably would be even less likely to trigger such an empathetic (I think that that's the correct term...) response in the prisoners.
The sorts of rodents most commonly kept as pets probably would work about as well as birds, yes, but if I add those then there will be people asking why I did so when the issues' title & inspiring film were specifically about a bird-keeper: Better to keep it simple by sticking to that single concept, I think.

That minister is explicitly labelled as an optimist... and even under their plan prisoners who mistreat the pets wouldn't receive the better treatment or parole board recommendations that prisoners who look after the pets properly would get, and probably wouldn't get replacements for the original pets neither.

I love it! :D I think you should stick with Option #3 being invalid for nations with the Autarky feature rather than making it a reversal, but I don't think it matters very much either way.

Thank you. I'll probably leave the Autarky question in the draft right up to submission, as something for the editors to decide (which they could do anyway, of course...).

In the next draft I'll probably modify the effect line for option 2 by having the chain-gangs seen [only] alongside @@NAME@@'s rural roads: That's probably likelier IC, I think.

The behind-the-scenes formatting of the macros is different from what players are told to use, even for the really basic ones. For example, an editor once accidentally leaked a macro that said "@@$nation->query_capital()@@" instead of "@@CAPITAL@@".

The editors definitely have some way of making pronouns refer to a specific randomname, but I don't know the exact syntax, and I'm pretty sure it's less convenient than the ones we usually use in public. Let the editors worry about it.

(I suspect that their method involves randomnames being implicitly numbered by the order they appear in the issue, and only pronouns explicitly citing those numbers. This has caused glitches when an option with a randomname doesn't always appear due to a validity requirement, as it throws off the numbering.)

A bare pronoun (not citing which randomname it applies to) will automatically apply to the most recent randomname (even if that's in a previous option). This can be mixed freely with numbered ones.

The editors definitely have some way of making pronouns refer to a specific randomname, but I don't know the exact syntax, and I'm pretty sure it's less convenient than the ones we usually use in public. Let the editors worry about it.

(I suspect that their method involves randomnames being implicitly numbered by the order they appear in the issue, and only pronouns explicitly citing those numbers. This has caused glitches when an option with a randomname doesn't always appear due to a validity requirement, as it throws off the numbering.)
Fortunately the only option in my draft that might not occur (depending on whether it ends up requiring not having the autarky policy or just cancels that...) is the one with the numbered pronoun, so that possibility wouldn't be a problem here.

A bare pronoun (not citing which randomname it applies to) will automatically apply to the most recent randomname (even if that's in a previous option). This can be mixed freely with numbered ones.
So that would work if I switched the order of options 2 & 3, instead. Also "Hr'rmm"...

This particular element is uncommon enough that it isn't really explained anywhere in the FAQ. As is, many macros have to be manually re-written/checked by editors and turned into the somewhat complicated formats that actually function in the game (and there might be multiple possible formats to choose among, depending on the specific contexts of their appearance in an issue), so a lot of the macros in the FAQ simply work as a consistent way for authors to indicate what is intended. That way, we can get it set up backstage.

In re your specific query about what to use, any consistent format that makes clear what you mean will work! Trott's use of _# on the end of a name or pronoun is acceptable. Others just add a number or use parentheses instead of an underscore. As long as the intention is clear, we can sort out the relevant details for the particular usage.

Also, I'm with you on the speakers' titles. I'd quite like to hear from people more invested in the issue... could Gloucester, the man of the hour, be using his personal experience to argue in favour of the bird initiative? You've already confirmed in Option 1 that he's still in prison, so it's not like he's inaccessible in this scenario (e.g. dead). You could even go on to say that he's up for parole soon due to his being reformed. Consider who would disagree with him. A guard? A warden? There is a surprising number of people who benefit from convicts staying in prison longer instead of gaining early release...

Oh, and more bird jokes? At least a "jailbird" reference, please.

It might be a silly suggestion, but I think you could expand the "for a happier and more law-abiding population" trope in this option. Maybe the pet birds could be secret government monitors that observe their "owners", and perhaps secrete a chemical or pheromone that makes citizens more prone to suggestion? It could be just me, but I think it could make this option a little spicier, and have it be a bit more like the usual "crazy third option" :P

If you keep option 3 as is, I definitely prefer this effect line.

By the way, is this 'Bird Lady' based on some character from American television, or a meme, or some other aspect of contemporary culture? The only character by this name that I know of from outside of Nationstates was a supervillain -- who actually tried to insist on being called 'Bird Person', instead -- who was defeated by Batman & Robin in one of the adverts for the 'Hostess' company's products (cupcakes, fruit pies, 'Twinkies') that used to appear in comic-books back in the '60s & '70s...

(The supervillain called 'Pigeon' who appeared in some comics starring 'Nightwing' -- who had been the 'Robin' of the advert's time-- a few years ago was presumably based on this one, too...)
