The issue is only valid for those nations that have welfare programs, and massive wealth gaps.

The Issue: The wealth gaps in @@NATION@@ have led to insufficient funds for welfare, and the nation is protesting.

Option 1: "This is just shocking!" screams human rights activist @@RANDOMNAME@@, barging into your office and slamming the door. "How can @@NATION@@ be so CRUEL. We must give every single one of the @@POPULATION@@ people living in @@NATION@@ a generous amount of @@CURRENCYPLURAL@@ a month! That way no one will starve. It will also grow the economy and all that good stuff. How to pay for it?" @@SHE@@ asks to no one in particular "We could cut welfare completely!" @@SHE@@ answers herself.
Result: People collect their UBI and go right to earning a lot of @@CURRENCY@@ a second.
Installs policy: UBI

Option 2: @@RANDOMNAME@@, one of @@MAJORINDUSTRY@@ biggest businessman's stomps into the office. "Why are we even paying them welfare?! They don't do anything but beg and waste their money on drugs. Send them off to me. I'll pay them 2 @@CURRENCY@@ an ho-I mean 20 @@CURRENCY@@ an hour That way you will actually boost the economy and stop spending so much."
Result: businessmen are being forced to hire the recently homeless.

Option 3: The individual before me was right, but he was too loose" claims @@RANDOMNAME@@, a cheapskate of the highest order and a very wealthy individual." We can't spend money on welfare. Just get rid of all the poor people. Kill them all and there won't be a problem. I and 4 just like me, 5 psychotics, 3 serial killers, and a weird poodle think just like me."
Result: People with under 100000 @@CURRENCY@@ are afraid for their lives.

Option 4: "You are all ignoring the obvious solution" plainly states @@RANDOMFEMALENAME@@, head of the Department of Welfare, and a known penny-spender. "Just increase welfare's budget and let me hire more people. Problem solved."
Result: welfare is collected by the middle class

Currently, your draft is too broad to be feasible. There are many issues about welfare programs and your premise of "large amounts of homeless people who didn't get welfare" doesn't cut it. If you can explore a more narrow topic, then you can get something working.
In solidarity with Ukraine, I will be censoring the letters Z and V from my signature. This is -ery much so a big change, but it should be a -ery positi-e one. -olodymyr -elensky and A-o- continue to fight for Ukraine while the Russians are still trying to e-entually make their way to Kharki-, -apori-h-hia, and Kry-yi Rih, but that will take time as they are concentrated in areas like Bakhmut, -uledar, and other areas in Donetsk. We will see Shakhtar play in the Europa League but Dynamo Kyi- already got eliminated. Shakhtar managed to play well against Florentino Pere-'s Real Madrid who feature superstars like -inicius, Ben-ema, Car-ajal, and -al-erde. Some prominent Ukrainian players that got big transfers elsewhere include Oleksander -inchenko, Illya -abarnyi, and Mykhailo Mudryk.

Consider the question of why has this problem arisen? A nation that has instituted major welfare programs has had its tax rates adjusted accordingly, so the money is there. A lack of funding would have to be caused by something - an additional statistical check might help, like high corruption, to explain that it is being diverted. A massive gap in wealth equality might suggest that the welfare distributed isn't a sufficient amount or is going to the wrong people. A terrible economy combined with a free market might allow the suggestion that the government's investments haven't done well enough to support program needs. Figure out what the problem is based on what is actually present in the receiving nation, rather than just telling nations that what they're doing arbitrarily doesn't work. Then you can focus options on addressing the sickness, not the symptom.

I'd also suggest avoiding the use of specific numbers for individual income figures. Some nations have an average poor income of basically nothing, while others have a poor income in the six figures. Money is not worth the same from one nation to another, so using terms like "a few" or "a generous amount" might be better then giving a specific hourly or monthly wage rate. An hour's wage in one place might be a day's or a week's pay in another.
