This is my first issue, so please tell me if I need to scrap, edit, or re write the issue (I know its confusing, but try to bear with the writing). Also, I want the name to be a pun, so can you help with that? Anyways,
Validity:Doesn't have death penalty

The Issue:
Following the detainment of suspected murderer @@randomname@, the victims father who just so happened to be a guard at the prison that he was staying in, strangled the accused offender to death. Following the murder, great debate has started all over the nation about the death penalty and its place in @@name@@.

Option 1
"Its clear that the vengeful guard was too embroiled with rage too see clearly" says prisoner rights activist and former convict @@randomname@@. "And, honestly, the same could be said for the entire prison system. It puts people in steel cages for practically lifetimes, and if inmates are released, they can never get a job. I say do away with deterring prisoners and instead try to help them, and while your at it, redecorate every cell with full gold plating" he screams as he's being dragged away for something or other.
Effect: Streets are littered by people stabbing eachother for a turn in the newest 5 star prison.

Option 2:
"What do you mean? He was clearly just angry that that scumbag wasn't already chopped up." Says a man who looks suspiciously like the subject of debate. "If you ask me, we need to go even harder on prisoners! If you ask me, every crime should be treated with death.
Effect: The average jay walker has an expected lifespan of -27.2 years old due to pervasive executions.
Policy: Policy "Capital punishment" is enacted.

Option 3:
"Now, I think we can all see that what the officer did was horrible, but as with all things their can be a middle ground." says your Minister of Creative Middle Ground "What if prisoners prosecuted for the most horrid crimes be physically punished, but not killed?. Maybe a couple lashes in town square or a few minutes of beating out back?"
Effect: Murderers are given 27 lashes for prison staffs enjoyment.
Policy: Policy "Corporal Punishment" is enacted.

Can you keep the options more directly related to the premise? What does flogging criminals (option 3) have to do with the story about the prison guard murdering an inmate?

I think you also need to be careful about the taste level when you write about violent subjects like executions.

Why not just send future convicts to prisons which don't have any guards with a conflict of interest? Surely nation has more than one prison
