Deadly Departure

Desc: 2 Weeks ago, @@NAME@@ Airlines flight 802 exploded and crashed shortly after takeoff, killing all passengers on board. Today, investigators have concluded that flight 802 was tragically shot down by the Military in a catastrophic targeting error. The disaster has left a scar on the tourism industry, and paranoid travelers now demand for improvements on missile usage.

Validity: Invalid for nations that have banned aircrafts, must have WMD's.

1. "We must cut down on missile usage immediately!" Yells @@RANDOMNAME@@, the lead investigator for flight 802. "We should limit the usage of missiles to Elite Military personnel only, and update targeting systems for missiles. Although the changes will be somewhat expensive, it'll ensure that this never happens again. Hopefully."
Fallout: Citizens are regularly fined for lighting fireworks.

2. "That isn't enough!" Says @@RANDOMNAME@@, the Minister of Aviation Transportation. "We must ban all Weapons of mass destruction! These missiles are an existential threat to our airline industry, and must all be eliminated effective immediately!"
Fallout: WMD's are banned.

3. "Have you gone mad?" Says @@RANDOMNAME@@, the CEO of @@NAME@@ Airlines. "The problem isn't with the missiles, we need to upgrade the airplanes! Imagine @@LEADER@@, an aircraft made of pure steel, invincible to external conflict! All we need is some funding, and we'll get stronger aircraft in no time!"
Fallout: Airplanes are made of pure titanium.

4. "What about what the people think?" Social media extremist @@RANDOMNAME@@ says, while taking a selfie with you. "These airplanes are obviously way too dangerous anyways, why not just get rid of them all together? Sure, the tourism industry will suffer, but I think that's a fair price to pay to keep us safe."
Fallout: Airplanes are now banned.

1: What is not to say that the loose missile was fired by "Elite Military personnel?"
4: If @@RANDOMNAME_4@@ is a "social media extremist," I dread to think how extreme @@HE_4@@ is in the real world... :P

Interesting premise, I suggest you rework some stuff and work on your wording and effect lines. A validity I would add would be that it's invalid for nations without a military (military spending at 0 or below). I can see where you are going with no WMDs, but a country can have missiles and have zero WMDs.

1. Updating targeting system for missiles and limiting usage is a good step, but it won't mean anything if human error is at fault. The shootdown of Iran Air 655 resulted in the crew of the USS Vincennes mistaking it for an Iranian fighter jet despite the A300 squawking Mode III (civilian) and not Mode II (military). Maybe add that crew training be involved to solve the problem of misidentifying planes.
2. How are missiles WMDs? Not all missiles work the same way and I don't think the WMD angle fits at all.
3. Not feasible even if NS can have advanced technologies. Instead, how about you incorporate what El Al does and have all passenger planes be equipped with anti-missile defense systems?
4. I don't know if a ban on all air travel would be the most appropriate fourth option. I would either get rid of 2 or 4 and make a third option where the military gets eschewed.
In solidarity with Ukraine, I will be censoring the letters Z and V from my signature. This is -ery much so a big change, but it should be a -ery positi-e one. -olodymyr -elensky and A-o- continue to fight for Ukraine while the Russians are still trying to e-entually make their way to Kharki-, -apori-h-hia, and Kry-yi Rih, but that will take time as they are concentrated in areas like Bakhmut, -uledar, and other areas in Donetsk. We will see Shakhtar play in the Europa League but Dynamo Kyi- already got eliminated. Shakhtar managed to play well against Florentino Pere-'s Real Madrid who feature superstars like -inicius, Ben-ema, Car-ajal, and -al-erde. Some prominent Ukrainian players that got big transfers elsewhere include Oleksander -inchenko, Illya -abarnyi, and Mykhailo Mudryk.
