I am from the nation of Sadaon in the region of the allied isles. The nations are based on medieval ideas and customs, but yet all the issues are intended for more modern nations. Is their a way besides writing issues to get issues more in line with the theme of your nation?

The issues you get depend on the policies your nation enacts. If you want medieval-based issues, then you should enact the feudalism policy. Note that there's no way for you to get only medieval-based issues as the game does not allow for that.

Instituting feudalism and choosing technophobic options will get you a better mix of issues for your medieval theme, but as Outer Sparta said, you will still get a mix.
