Unfortunately, there's not really a way to pick what issues you get.

That's Trotterdam's website, and it shows every policy and what issues (and issue options) can potentially add and remove it. There's not a lot you can do to ensure you get those Issues except to make sure you fit their validities, but that'll at least tell you what to look out for.
