How to increase political freedom?

I'm trying to get back to a Left-wing utopia, but I can't manage to increase the political freedom enough. Any tips on how to increase political freedom?

from what I've seen I have trying to get rid of corruption and it keeps decreasing my political freedoms so maybe allow corruption.

Do not ban stuff. That decreases political freedoms, and incidentally, civil rights. Now my case is very extreme, and each nation works out differently, but I've found that legalizing most things like rioting tends to keep your freedoms high. That being said neither my freedoms or rights are in the bronze territory, despite my nation page saying things like "Good" and "Very Good".

It's a bad idea to focus on those kinds of stats to begin with, unless you manage to hit a sweet spot with your issues, because both of those things are fickle and are not at all stable, like Economy. What may cause your Political Freedoms to rise one day may suddenly cause them to plummet. Eventually you'll hit that spot, but you do that by focusing on other things like the quality of life for your citizens or subsidizing social services, not by pure freedom alone.
