I said national animals had to be kept as pets I think there's an issue about that

You can keep a fish as a pet. You can keep a worm as a pet. I don't think you would keep either of these pets on a lead or walk them in a public park, so the current form of this issue doesn't make sense for some nations. I'd probably follow Frieden-und Freudenland's advice and use "dogs".
