Right now, the general problem to me seems to be the premise. Why is this an issue for the leader of the government? I'd suggest refocusing your premise on the problems the lack of pizza brings to a nation, rather than just the lack of pizza itself. Also, it might help to change your validity to nations that have banned pizza - a few issues do this, I believe, such as Issue #288.

Please don't take this as discouragement - sometimes a draft needs to go through several renditions to become a good issue. Try to focus first on the premise, and why it's a government problem. From there, you'll find that creating the speakers and options will come much easier.

Your citizens want pizza parties? Is this really an issue the government would be involved in?

We already have, as Westinor has pointed to, an issue that is about the health implications of pizza, and has the potential to boost the industry -- I think that's sufficient.

Additionally, for future reference, there are really far too many options. 3-4 is the optimum number; issues don't need every perspective on an issue (just the major ones: pro, con, crazy is a great structure). More options only if they're absolutely necessary, usually shorter, and -- generally -- if not every nation will receive every option.

I recommend you look at this useful guide on how to write an issue for NS by my colleague, and fellow senior issues editor, Candlewhisper Archive, for future reference.

I don't remember seeing 288 in a quite a while. what's the requirement for this issue ??? If it require positive pizza delivery I am a bit screwed.
and I known how to find easter egg 80, my problem is that since my pizza industry negative, I don't qualify for it. so i have to revive the pizza industry if I want to find it. something I'm struggling with
