I noticed that some nations can make their own issue. And one of the nations was my own brother. I checked my accounts and I couldn't make my own issues. Do you need a special requirement for making issues? If so, please reply. If not, please still reply. Sincerely, United States of Kalora. :unsure:

I believe to be able to propose issues, you need to have at least 500 million citizens

250 million is your capital

500 million gets you a custom pretitle and the ability to submit issues

750 million is the leader, and 1 billion is religion

A nation requires a population of at least 250 million in order to be able to submit an issue.

You can still draft issues before you can submit them, though. It’s heavily advised if you’d like to author an issue

How should one go about submitting the issue? I know that when I enter the issues page, I get the text that says "Want to write an issue for NationStates?", but I'm not sure if I should submit an issue through there or a forum. What do you recommend?

Submit it there, but draft it for a few weeks (maybe longer) on this subforum first.
